An anomaly in the lower loop of 3 gets most of the attention, and re-punching above the base of 1 is clearly present. A squarish die lump beneath R in LIBERTY is diagnostic of the variety. The PCGS population is just 3 with 11 higher, the latter figure being comprised solely of MS61 grade examples.
